Es existiert schlichtweg kein Mechanismus, um dann damit umzugehen. Stattdessen legitimieren die Normen ihren eigenen Bruch. Ein gängiger Witz besagt, dass wenn die Republicans behaupteten, die Erde sei flach, die New York Times titeln würde, die Parteien seien sich nicht über die Form der Erde einig. Diese Art der Berichterstattung funktioniert für policy-Differenzen. Sie versagt völlig, wenn sich eine Seite nicht an die Regeln hält.
